I have a few questions about Victory:
What is "Territory"? How does a Nation gain more of it?
What does "War" mean as far as game mechanics goes?

Territory is the number of sections of the war map you control. The war map will be making an appearance at the next game.
Being "at war" involves having signed a declaration of war with a nation and not having declared peace. These documents weren't in the Telegraph Office last game due to a slip up on our part, but will be available at the next game.

Does "at war" mean we shoot our fellow players on sight, that we refuse to help them, etc., or is it simply a state of point gathering?

I think how "war" is acted out or not by the ambassadors at Ellsborne is open to character interpretation. Ambassadors are representing their nation and their actions and inactions may be judged accordingly.
Remember also that we Westerners (in a post-Vietnam era) think very very differently than these Pre-WWI characters would.
